1. Transparent - decisions are made subject to informed discussion and debate, and the final decisions are accessible to all citizens, both women and men;
2. Accountable - decision-makers are willing to answer to those who are affected by their decisions; women and men will be capable of putting forward their point of view and demands for change; sanctions exist for decision makers who do not apply these principles;
3. Responsive - decision-makers act upon the inputs and demands of citizens in a meaningful, positive and timely way;
4. Equitable - decisions are taken with a focus on the needs of the poorest women and men, and resources are shared so that all in society can access them equally;
